I can anticipate that Microsoft have done a pretty great job about it and that the basic development and deployment is pretty easy, if you know basic html and if you know how to zip-compress a file and a directory. Of course, in order to build a dynamic Gadget with some neat features and which updates on-the-fly can be a bit more complicated and it requires some knowledge of PHP and Java or other script languages.
